The Government has called on the Land Registry to prioritise clearing its backlog as part of its objectives for the year ahead. Housing Minister Matthew Pennycook outlined the urgency in a letter to Land Registry Chairman Neil Sachdev, also emphasising the need for greater digitisation in the home-moving process and further progress on leasehold reform. 

Backlog Challenges and Processing Times 

According to the latest Land Registry data, while most information requests are now processed within a day, there remains a significant bottleneck in title changes: 
 
36.6% of registered title changes are processed within one day 
31.8% take more than three months to complete 
 
These delays can impact property transactions and distort market data, including the Land Registry House Price Index. 

Land Registry’s Plans for Improvement 

In response, the Land Registry has not directly addressed the backlog but reaffirmed its commitment to improving efficiency in property transactions. Over the next year, it aims to: 
 
Digitise Local Land Charges (LLC) data in 36 local authorities 
Expand property data pilots in collaboration with the Department for Levelling Up, Housing & Communities (DLUHC) 
Introduce AI-driven services to enhance casework processing 
Implement a new digital ID standard under the Data (Use and Access) Bill 
Improve public access to property data 

The Need for Investment 

The Land Registry also hinted at requiring additional government funding in the upcoming Spending Review to support its modernisation efforts. 
 
A spokesperson acknowledged the scale of investment needed to overcome technical debt and transition to AI-powered, automated processes. These changes are seen as critical to delivering: 
 
Greater efficiency in transactions 
Improved transparency for buyers and sellers 
A more resilient housing market
